This paper considers management responsibility concerning quality management system planning. Interpretation and implementation of requirements for quality objectives and quality management system planning has been given, in order to determine instructions for performance improvements in connection with planning and objectives. It has been clearly stated that planning is necessary for objectives realization, which clearly shows that the purpose of quality management system is to enable organization to achieve its objectives.
